NEWARK, N.J. — The next governor will inherit the third-largest commuter railroad in the U.S., and if there is an operation that will challenge the depths of his or her executive imagination, this is it. In less than a decade, New Jersey Transit has gone from a national model to a regional punch line — once the proud fulcrum of the Northeast Corridor, now a dystopian nightmare that cannot deliver its riders to work on time.
