HOUSTON — With Texas production reaching 3 million barrels a day this year, rail companies are expanding to transport more crude through the state. At least four new rail terminals or expansions are underway in our state to serve the Eagle Ford and other oil-play areas. And the growth is happening so fast, it’s no surprise that the rail transport industry has experienced a surge in oil spills.
