STAMFORD, Conn. — Gov. Dannel P. Malloy’s ultimatum to Metro-North Monday had the tone of a parent drawing a line in the sand for a child. The problem with such threats is that the consequences need to be clear and both sides must embrace their own responsibilities. If Malloy has consequences in mind, he has not shared them. And the warning would hold more power if Connecticut collaborated with New York in the push to transform the railroad.
