MIAMI — It takes some doing to unite Republicans and Democrats in the U.S. House on any topic, but Speaker John Boehner managed to do just that with a proposal that would radically overhaul federal support for transportation.

Portions of HR 7, authored by Rep. John Mica, a Republican from Central Florida, are so bad they have drawn criticism from some 600 organizations, ranging from environmental groups to the U.S. Chamber of Commerce. “The worst transportation bill I’ve ever seen during 35 years of public service,” said Transportation Secretary Ray LaHood, a former Republican member of Congress.
