HARTFORD, Conn. — After several train wrecks and derailments, Metro-North and its federal overseers are promising to do anything necessary to improve its safety record. Those pledges come, sadly, too late for those hurt and killed this year. But there’s urgency in fixing the railroad before another disaster.
