PORTLAND, Ore. — Oregon Rep. Peter DeFazio is no stranger to complexity in the Byzantine ways of federal regulation. But he nearly lost it last week in a congressional hearing at which he directed a bureaucrat to stop blathering on and fulfill his request for a date by which a new rule promoting oil train safety could be in place. Exasperated, DeFazio cut her off and declared: “Right now, there is no certainty… We’re gonna keep running these crummy DOT-111 cars and killing people.”
