BOSTON — Many people in the Northeast are hoping that the $1 trillion program of infrastructure investment contemplated by the incoming Trump administration — and many members of both parties in Congress — will include rehabilitating and upgrading passenger rail service in the Northeast Corridor. Those investments should be included — the returns will be great. The Federal Railroad Administration has provided what seem to be reasonable recommendations for proceeding.
