HARTFORD, Conn. — U.S. Sen. Richard Blumenthal is on track: Congress should be tougher in getting the nation’s railroads to comply with a deadline for implementing technology that can prevent fatal accidents. Railroads must install the lifesaving technology, called “positive train control,” as fast as possible.
