NEW YORK — The railroad’s bold proposal to upgrade and overhaul the controversial tank cars that carry crude, ethanol and other flammable liquids loads is, well, already inflammatory. Instead of retrofitting, upgrading or modifying the 92,000 tank cars in question, to improve safety in derailments, some shippers said today the railroads need to modify and upgrade their own industry practices.
