BAKERSFIELD, Calif. — An environmental impact report released Tuesday indicates that the first two stretches of the proposed California high-speed rail plan would save more than $100 billion in new and expanded freeways and airport construction over the next 25 years, would reduce automobile traffic, and would help improve air quality in the state.

The route would also close roads, displace homes and businesses, and impact thousands of acres of farmland.
