MOUNT CARBON, W.Va. — A CSX train that derailed about 30 miles southeast of Charleston, West Virginia, on Monday, causing explosions and fireballs, was carrying volatile Bakken crude oil from North Dakota’s shale fields using tank cars that included safety upgrades voluntarily adopted by the industry four years ago, the Federal Railroad Administration confirmed Tuesday.

However, a series of ruptures and fires in recent derailments involving the model 1232 cars has the National Transportation Safety Board questioning their safety, and the Department of Transportation has drafted new standards being reviewed by the White House budget office.
