SPRINGFIELD, Mo. — Coal reserves at two Missouri power plants dwindled to less than a 10-day supply on Aug. 30 — far lower than the 30- to 45-day reserve the utility typically keeps. Massive spring floods that damaged BNSF rail lines used to deliver coal from Wyoming caused reserves at two power plants in Springfield, Mo., to drop uncomfortably low.
