BOSTON — Could rainwater stop a rail yard from being set up in Westborough, Mass.?

That’s the latest question residents are asking about freight railroad giant CSX Corp.’s proposal to move its chemical-hauling operation next year from Allston to Westborough.

The shift is part of a $100 million agreement between CSX and the state of Massachusetts that would add 20 MBTA commuter trains per day between Worcester and Boston, and reduce the line’s now-frequent delays between Worcester and Framingham. Under the deal, the state would purchase 21 miles of track west of Framingham from CSX, giving MBTA dispatchers control over the mix of freight and passengers trains using the busy stretch of railway.
