The Federal Railroad Administration (FRA) has signed off on the environmental impact statement (EIS) for the proposed higher-speed intercity passenger-rail project between the District of Columbia and Richmond, Virginia, the state’s Department of Rail and Public Transportation (DRPT) announced yesterday.
