WASHINGTON, D.C. — The Federal Railroad Administration has delayed for another year the effective date of a 2016 final rule it issued that would require commuter and intercity passenger railroads to develop and implement a system safety program. FRA on Feb. 10, 2017, stayed the rule’s requirements until March 21, 2017, and then extended the stay until May 22, 2017, June 5, 2017, and then Dec. 4, 2017. Now, in a Nov. 30 Federal Register notice, FRA has extended the stay until Dec. 4, 2018.
