BALTIMORE, Md. — The Federal Railroad Administration has determined the most environmentally friendly option for replacing the 144-year-old Baltimore and Potomac Tunnel under West Baltimore — which currently acts as a bottleneck for Amtrak and other commercial rail traffic along the economically vital Northeast Corridor — is boring four new single-track tunnels deep below the city, to the tune of $4.52 billion.
