JERSEYVILLE, Ill. — For a small-town mayor, Jerseyville’s Bill Russell has been a very busy man on a project that could change the entire destiny of Jersey County and its surrounding rural areas. For the past several months, Russell has been working non-stop with Kansas City Southern Railway, legislators and other officials about building a new transportation facility in Jerseyville.
