ERIE, Pa. — If the company does move ahead with plans announced Thursday — and that’s not a complete certainty — GE Transportation’s Erie facility would continue to design, test and build prototypes as well as build locomotive components and propulsion systems for off-highway trucks. But the city that Thomas Edison picked as the location for a new plant more than a hundred years ago would no longer build the production locomotives that pull heavy loads around the world.
