ALBANY, N.Y. — Gov. Andrew Cuomo on Tuesday appointed a Penn Station Task Force to develop plans to deal with this summer’s Penn Station repairs as well as longer-term challenges, including management of the station and boosting subway capacity to relieve crowding.
