NORFOLK, Va. — CSX Corp., the nation’s third-largest railroad, is investing an additional $160 million to complete its National Gateway project, a planned double-stack rail route connecting mid-Atlantic ports with the Midwest.

Such double-stacking is the most efficient way to carry the boxes that can be readily shifted between ships, trucks and trains.
