HOBOKEN, N.J. — As workers continued round-the-clock efforts to remove debris from the site of last week’s fatal NJ Transit train accident in Hoboken, attention moved Monday to NJ Transit itself, an agency seeing a surge in ridership even as it experiences deep financial shortfalls, a growing number of crashes and maintenance problems, and a leadership vacuum at the top, according to passengers and federal officials.
