NEWARK, N.J. — Thirty years ago, President Reagan dedicated a penny per gallon from the federal gas tax to mass transit, giving agencies like NJ Transit a reliable annual source of money to repair tracks, modernize train cars or buses and expand its system.

A proposal in the U.S. House would eliminate that direct line of funding for mass transit projects, putting one-third of NJ Transit’s $1.16 billion fiscal year budget at risk, mass transit advocates said Monday during a news conference at Secaucus Junction.
