WASHINGTON, D.C. — At its peak four years ago, crude-by-rail traffic topped 1.1 million barrels per day. If that all fit into a single train moving 50 mph, it would block traffic at rail crossings for nearly 30 minutes. Today, industry observers say the U.S. and Canada may be poised for another crude-by-rail bounce, nearly a decade after the idea to carry an oil boom by train took root in the Midwest.
