KEARNY, N.J. — U.S. Housing and Urban Development Secretary Shaun Donovan announced new uniform superstorm Sandy standards for rebuilding and elevation projects being funded by federal money — one foot above what is proposed by new FEMA maps.
One of the first major pieces of infrastructure to be rebuilt under the standard is the $25 million replacement of Amtrak’s Kearny substation in the Jersey Meadows, which was left under feet of water after Sandy, knocking out train service to and from New York for days following the storm.
