OLD TAPPAN, N.J. — As North Jersey residents grow more concerned about the volume of Bakken crude oil traveling on railroads through the state, emergency response personnel have begun what Bergen County Executive James Tedesco calls “one of the bigger steps” in preparing for a potential derailment.
