STOCKTON, Calif. — Tucked away on the west end of Rough and Ready Island, behind the row of Port of Stockton warehouses facing Humphreys Road, a one-of-a-kind plant is turning out quarter-mile lengths of steel rail. The so-called ribbon rail, which are 480-foot steel segments, are produced in Japan and delivered to the Port of Stockton on a custom-built ship. The ship then turns around and heads west to pick up another load.
