RIVERSIDE, Calif. — Railroad officials failed to have Southern California’s air quality chief Barry Wallerstein and other air district officials declared in contempt of court. U.S. District Judge John F. Walter in Los Angeles harshly admonished the railroads for seeking a contempt finding in the first place.
