STAMFORD, Conn. — State lawmakers have jumped on the political bandwagon to criticize Metro-North for a dismal year of service mishaps and poor on-time performance, but they may share the blame for consistently derailing funds intended for the railroad and other transportation projects.

The votes on budgets and spending adjustments during the terms of governors M. Jodi Rell and Dannel P. Malloy show lawmakers from both parties have been complicit in raids of the state’s Special Transportation Fund, despite a growing backlog of projects to improve the New Haven Line and other transportation needs.
