KINGSTON, N.Y. — Standing by the CSX Corp. railroad tracks near Clarendon Avenue last summer, U.S. Sen. Charles Schumer called on the federal government to require out-of-date railroad cars carrying hazardous materials be retrofitted, taken out of service or restricted to carrying nonflammable liquids.
