WEST SPRINGFIELD, Mass. — Last week, the state Department of Public Utilities started an investigation that may result in a $500 fine to CSX, which operates a long-haul rail line and freight yard in West Springfield, after documenting that a train blocked the level crossing at Front Street for 38 minutes in the early afternoon of March 9.
