GRAFTON, Mass. — The federal Surface Transportation Board may have ruled that the Grafton & Upton Railroad’s plans for a 320,000-gallon propane facility in North Grafton pre-empt local zoning and environmental laws, but local officials aren’t throwing in the towel on blocking the project.
