BRIDGEPORT, Conn. — The power cable failure that created chaos on the busy New Haven-to-Manhattan commuter rail line in September was just one of the potential hazards that Metro-North faces every day, according to the head of the railroad. And for Amtrak, the prospect for crippling infrastructure failures is many times more extensive, spread along the roughly 450 miles of its heavily used but venerable Northeast Corridor route, the company’s president said.
