NEW YORK — Metro-North Railroad on Thursday detailed sweeping reforms that touch “virtually every aspect” of its operations. The railroad released the list in response to a severe “Operation Deep Dive” report released in March by the Federal Railroad Administration, which was investigating Metro-North in the wake of two major derailments — one fatal — as well as two accidental deaths of rail workers on the tracks and other troubles.
