NEW YORK — After being given nearly a decade to implement lifesaving safety technology, Metro-North is going to have to scramble to meet federal deadlines for positive train control. Despite more than a billion dollars in loans and grants handed out since the system was first mandated in 2008, and a three-year extension in 2015, Metro-North and some of the country’s other largest railroads are lagging as the Dec. 31, 2018 deadline looms.
