NEW YORK — Don’t expect Metro-North trains to get where they’re going as reliably as they used to. The railroad’s new president, who has been talking for weeks about how safety must come before punctuality, has officially lowered the on-time performance goal several percentage points to 93 percent — and the railroad is not even meeting that, monthly reports show.
