STAMFORD, Conn. — Grand Central Terminal commuters will get a chance Wednesday to speak their minds about Metro-North’s precipitous decline in 2013 when new railway president Joseph Giulietti and his senior management plan to be on hand to meet with riders passing through the main concourse.
