DANBURY, Conn. — Metro-North Railroad President Joseph Giulietti posted an open letter to commuters on the railroad’s website Thursday in response to the National Transportation Safety Board report released nearly two weeks ago, recapping a year and a half’s work to correct safety lapses that led to a string of calamities.
