NEW YORK — Metro-North’s on-time performance is inching back up, but frustration with lateness has not gone away. In June, trains were on time 92.5 percent of the time, up from 91.1 percent in May. The June performance was half a percentage point short of the goal for the railroad, but that mark used to be higher.
