POUGHKEEPSIE, N.Y. — Metro-North will miss the year-end deadline to install life-saving safety technology, potentially opening itself up to penalties from the federal government. Metropolitan Transportation Authority officials confirmed Monday that instead of trying to get positive train control installed by the federal government’s Dec. 31 deadline, they are now aiming to get enough work done by November to get an extension.
