MINNEAPOLIS, Minn. — Gov. Mark Dayton has appointed Alene Tchourumoff to serve as the state’s rail director, a role newly created to increase Minnesota’s oversight of the Bakken oil trains rumbling within a half-mile of 326,000 residents.
