LINCOLN, Neb. — A federal judge in Nebraska on Monday threw out more than $37 million in fines over illegal drugs found on trains coming in the country from Mexico. At issue were 38 cases where United States Customs and Border Patrol agents discovered drugs hidden on UP trains crossing the border at Calexico, Calif., Brownsville, Texas, and Nogales, Ariz.
