SACRAMENTO, Calif. — California’s High-Speed Rail Authority has a new chairman. Dan Richard is now the public point person for the agency, and he’s bracing to take a lot of the political heat over questions ranging from high speed rail’s cost and its estimated ridership to whether we should go ahead with this project at all.
