MONTCLAIR, N.J. — With the two century-old tunnels that carry Amtrak and NJ Transit trains into New York City badly damaged by superstorm Sandy and facing eventual year-long shutdowns for needed repair, Amtrak officials are reshaping their $13.5 billion Gateway tunnel project into a “rescue operation” that would focus on building the new rail tunnels first and worry about expanding Penn Station later. How much New Jersey would have to kick in for the new tunnels is yet to be determined, but it is likely to cost more than the Access to the Region’s Core (ARC) rail tunnel that Gov. Chris Christie cancelled four years ago.
