NASHVILLE, Tenn. — Tennessee’s 18 short-line railroads have long depended on a 7 percent sales tax on diesel fuel for locomotives to pay for track maintenance and upgrades. But under challenge from the state’s big railroads, that law was struck down last year by a federal court, cutting off the flow of money.
