REDDING, Calif. — The series of storms expected to drench California with 3 to 8 inches of cool rain by Monday are prompting new worries about flooding and paralyzed traffic. Amtrak and Union Pacific on Wednesday were monitoring the storm system, which also may see snow levels drop to 5,000 feet in Northern California.
