ASBURY PARK, N.J. — Gov. Phil Murphy told residents during his fiscal year 2022 budget address that “New Jersey is done kicking problems down the road. We are solving them.” Except one: The haphazard, decades-long practice of determining how to fund — and how much to give — NJ Transit on a year-to-year basis continues unabated with no plans this budget cycle to create a dedicated funding stream for the agency.
