BERGEN COUNTY, N.J. — A New Jersey rail operator intends to lease Norfolk Southern’s local freight network in Essex, Passaic, Morris and Warren counties, according to a federal filing this week. If the Surface Transportation Board in Washington approves its application, the Dover and Delaware River Railroad would serve freight customers over more than 100 miles of track stretching from Newark to Phillipsburg.
