BERGEN COUNTY, N.J. — NJ Transit has agreed to lead the environmental review necessary to build a new tunnel under the Hudson River, U.S. Transportation Secretary Anthony Foxx said Thursday. Amtrak will perform preliminary engineering on the project, and the U.S. Department of Transportation will speed approval of environmental permits, Foxx said.
