BERGEN COUNTY, N.J. — The project to replace the outdated and failing Portal Bridge across the Hackensack River has received its first money for construction. But the $16 million grant, announced Monday by three members of New Jersey’s Congressional delegation, amounts to just 1.6 percent of the estimated $1 billion needed to complete construction.
