NEWARK, N.J. — A scathing report by the state auditor criticized NJ Transit’s rail operations, saying the cost to install a federally mandated safety system has ballooned to $500 million and expressed doubts that the agency will meet a federal deadline to have it running by year’s end. The report also contends 47 bridges with poor or bad components were left off priority repair lists.
